How U.S policies destabilize the integrity of our elections
and put foreigners in jeopardy
Here, Part 2 of this two-part series investigates the effects of the Biden-Harris administration’s Executive Order 14019. Was this order intended to provide assistance in equal measure to assist all citizens to register to vote, or was it a political ploy designed to reshape the electorate and establish a one-party, fascist state? Yesterday, Part 1 followed the law and explored the two sides of the foreigner versus citizens vote issue.

The Biden-Harris administration's Executive Order 14019, issued March 7, 2021, directed heads of each federal agency to evaluate ways to promote voter registration. In addition to working with American citizens, these agencies also work with a host of foreigners, from legal green card and VISA holders to illegal migrants.
Now, at the order of the Executive Branch, these agencies are distributing registration forms and vote-by-mail applications. They provide assistance in filling out the forms. They provide materials, websites, online forms, social media platforms, and other points of access to register to vote, request an absentee ballot, and cast a ballot in upcoming elections—all without apparent screening for citizenship. https://www.whitehouse.gov/briefing-room/presidential-actions/2021/03/07/executive-order-on-promoting-access-to-voting/
Other than the applicant checking a box to attest to being a citizen, no other verification of citizenship appears to occur. Since a government official is offering the registration form, who would blame the foreigner or illegal migrant for coming to the conclusion that they are supposed to register and vote?
Beware!
It is absolutely illegal for foreigners of any kind to vote in federal or state elections. The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 spells out the serious consequences.
“Illegally voting in a federal election can result in a fine and up to one year in federal prison. Additionally, a noncitizen found guilty of this crime may face deportation and revocation of their legal status under immigration law. Finally, falsely claiming U.S. citizenship for the purpose of registering to vote” (as in the act of registering and claiming citizenship) “may also result in deportation or denial of future immigration status.”
The US Supreme Court ruled in 2013 that states are obligated to permit registration for federal elections using the federal form, which does not require documentary proof of citizenship. Then, the states are supposed to verify citizenship and overall eligibility. But something fell through the cracks during the hand off.
Verifying citizenship was lost in the shuffle
Some state driver’s license systems are set up to ask an applicant to show a birth certificate or naturalization papers proving citizenship. Only after the applicant provides this documentation do these states ask applicants if they wish to register to vote. Not the case in Michigan.
Some states have permission to use a federal resource of data, called the Systematic Alien Verification for Entitlements, or SAVE, for the purposes of verifying that voter registration applicants are citizens. This system is used by Arizona and Colorado. Not so in Michigan except in special circumstances. .
In Colorado, election officials review the entire voter registration database to see if anyone is registered who showed a non-U.S. credential to receive a driver’s license. However, in Colorado people may register the day of the election, so questions are arising as to whether these same-day registrants have their citizenship verified through the clerk’s review of the database.
As of September 2024, The Michigan SOS's website states that four (4) pieces of ID are required in order to receive a driver’s license:

Kansas, Alabama, and Georgia also have laws requiring documentary proof, but none of these laws are in effect.
A spokesperson for the secretary of state in Kansas stated that they don’t independently verify proof of citizenship. Do states verify U.S. citizenship as a condition for voting?
Sizing the issue
Some 45 million foreign-born persons reside in the U.S., and estimates of illegal migrants range from 20 to 50 million. Approximately 11 million illegal migrants crossed into the country under the Biden-Harris administration. Hypothetically, each illegal migrant could apply for asylum in order to avoid deportation, receive a Social Security Number, and be automatically registered to vote.

Migrants from Venezuela, Colombia, Peru, Senegal and Mauritania — along with other nations in Africa, Europe and Asia — have crossed from Mexico in numbers U.S. authorities have never seen. For example, 14,965 migrants from China arrived across the southern border between October 2023 and December 2023, Border Patrol data shows, up from 29 over that same period in 2020. The Border Patrol encountered 9,518 migrants from India during that same three-month span, compared with 56 during that period in 2020.
Other potential foreign voters with Social Security numbers include approximately:
13.4 million green card holders
583,420 H-1B visa holders, authorized-to-work as of Sept. 30, 2019
62,000 foreign diplomats in the U.S.
This congressional session, the U.S. House of Representatives passed the SAVE Act which requires proof of citizenship. But the Senate has not considered the bill, and President Biden vowed to veto it. www.congress.gov/bill/118th-congress/house-bill/8281
Evidence of Foreigners on the Voter Rolls
Governor Abbott of Texas announced on August 26, 2024 that Texas has removed over one million ineligible people from the voter rolls in the past three years. This includes over 6,500 potential noncitizens removed from the voter rolls, of which approximately 1,930 have a voter history. Criminal prosecutions are being pursued.

Mississippi’s Secretary of State Michael Watson called the situation “quite shocking” and sent a letter to the Biden-Harris Administration Department of Justice asking it to stop enforcing a Biden executive order that is creating “numerous opportunities” for ineligible voters to vote.
How is it possible that agencies of the federal government (as well as non-governmental organizations, NGOs) are involved in assisting unverified foreigners and potentially adversaries to register and vote?
Americans need to choose our leadership, free from the influence of other countries. They seek and deserve—and are guaranteed the Constitutional right—to free and fair elections among fellow citizens.

Here's an opportunity to volunteer for MFE's "Last in Line" project. This project is an effort to ensure that everyone’s right to vote is protected and that the law is respected at polling locations and clerk offices.
Your role will include observing the line at the polls and ensuring that everyone in line at or before 8:00 p.m. is able to vote. Those arriving after 8:00 p.m. should be kindly informed that, per law, the line is closed. MSU and U of M are our main focus areas this year, as they have posed challenges in the past.
